North of Corso Regina Margherita, district is losing the flavour and architecture typical of Turin downtown, cause a significant portion of the district was formerly occupied by factories, nowadays partially abandoned or replaced by modern buildings. === 9 December === President Putin revealed that he was considering adopting the concept of the "preemptive strike" from the U.S. According to him, the U.S. openly discussed this policy some years ago, but currently Russia was only just thinking about it. A few hours after Putin's statement, Jens Stoltenberg, general secretary of NATO, warned that there was a real possibility of a major war between Russia and NATO. Russia re-occupied the previously liberated Dnipro river island of Ostriv Velykyi Potomkin close to Kherson. This was confirmed by presidential advisor Oleksii Arestovych and Lieutenant Colonel Konstiantyn Mashovets, as well as some unofficial Russian sources. The General Staff of the Ukrainian Armed Forces claimed on 15 December that Russia had begun the process of forcibly deporting the island's civilian residents.
During their formation in bone marrow, and in the liver and spleen in fetuses, red blood cells contain a cell nucleus, which is usually absent in the mature cells that circulate in the bloodstream. ==== Inhibition of DNA repair ==== Inhibition of DNA repair processes is considered one of main mechanism of inorganic arsenic genotoxicity. Nucleotide excision repair (NER) and base excision repair (BER) are the processes implicated in the repair of DNA base damage induced by ROS after arsenic exposure. In particular, the NER mechanism is the major pathway for repairing bulky distortions in DNA double helix, while the BER mechanism is mainly implicated in the repair of single strand breaks induced by ROS, but inorganic arsenic could also repress the BER mechanism. Exposure of isolated lymphocytes to arsenic causes decreased expression of the DNA repair protein ERCC1. Consistent with an inhibitory effect on DNA repair, lymphocytes from arsenic exposed individuals have higher levels of DNA damage. === Early guerrilla incursions === In November 1960, Ethiopia and Liberia had formally petitioned the ICJ for a binding judgment, rather than an advisory opinion, on whether South Africa remained fit to govern South West Africa. Both nations emphasised that they considered the implementation of apartheid to be a violation of Pretoria's obligations as a mandatory power. The National Party government rejected the claim on the grounds that Ethiopia and Liberia lacked sufficient legal interest to present a case concerning South West Africa. This argument suffered a major setback on 21 December 1962 when the ICJ ruled that, as former League of Nations member states, both parties had a right to institute the proceedings. Around March 1962, SWAPO President Sam Nujoma visited the party's refugee camps across Tanzania, describing his recent petitions for South West African independence at the Non-Aligned Movement and the UN. He pointed out that independence was unlikely in the foreseeable future, predicting a "long and bitter struggle". Nujoma personally directed two exiles in Dar es Salaam, Lucas Pohamba and Elia Muatale, to return to South West Africa, infiltrate Ovamboland and send back more potential recruits for SWALA.
