=== Asylum fees and immigration === The law establishes a $100 annual fee to apply for asylum, down from $1,000 in the House bill, a $550 fee to apply for employment authorization for asylum seekers and migrants on humanitarian parole or temporary protected status, and a $500 fee to apply for temporary protected status. === Public utilities === Buildings in Moscow, as in other Russian cities, are warmed by district heating. Before 2004, state unitary enterprises were responsible for producing and supplying heat to clients by operating the heating stations and distribution system of Mosgorteplo, Mosteploenergo, and Teploremontnaladka; these provided service to the heating substations in the northeastern part of the city. Clients were divided among enterprises according to location. A major reform launched in 2004 consolidated companies under MIPC, which became the municipal heat supplier. === Microarrays === Hybridization-based microarrays use the 3'CCA conserved sequence in tRNAs to attach a fluorescent probe. 70-80 nucleotide long probes, covering the length of the tRNA, are then used to bind tRNAs. tRNAs with at least 8 base differences are able to be distinguished with microarrays, but tRNAs with smaller differences bind to the same probe.

=== Other reactions of biochemical significance === Homocysteine can cyclize to give homocysteine thiolactone, a five-membered heterocycle. Because of this "self-looping" reaction, homocysteine-containing peptides tend to cleave themselves by reactions generating oxidative stress. Homocysteine also acts as an allosteric antagonist at Dopamine D2 receptors. It has been proposed that both homocysteine and its thiolactone may have played a significant role in the appearance of life on the early Earth.
=== 2nd Congress (1975) === The CLP held its 2nd Congress in November 1975. The Political Resolution at this Congress stated, "The struggle within the socialist camp is increasingly taking a national form – a form that makes ever more difficult the militant expressions of solidarity of the revolutionary proletariat within the socialist sector.” And, "Our Party … does not choose national sides in this ... struggle that is taking place within the socialist camp. Our Party unconditionally supports revolution and conditionally supports states.” This Political Resolution also discussed globalization, with the CLP viewing it as a the consolidation of an international bourgeoisie. Just before the 3rd Congress, ten members left the CLP. Called the "action faction,” this faction wanted the CLP to become more active in and "build the movement.” The CLP position was that the time was not right for direct action. Instead, the CLP needed to spend more time building class consciousness.. Tension between these two perspectives continued throughout the life of the CLP.
