== Cleaning up oil spills == The U.S. Environmental Protection Agency (EPA) documents more than ten thousand oil spills per year. However, nanowires can not only swiftly clean up oil spills but also recover as much oil as possible. These nanowires form a mesh that absorbs up to twenty times its weight in hydrophobic liquids while rejecting water with its water repelling coating. Since the potassium manganese oxide is very stable even at high temperatures, the oil can be boiled off the nanowires and both the oil and the nanowires can then be reused. In 2005, Hurricane Katrina damaged or destroyed more than thirty oil platforms and nine refineries. The Interface Science Corporation successfully launched a new oil remediation and recovery application, which used the water repelling nanowires to clean up the oil spilled by the damaged oil platforms and refineries.

=== National Assembly === Noboa was elected to the National Assembly in the 2021 legislative elections, representing Santa Elena, for the United Ecuadorian political movement. He was inaugurated on 14 May in the same year. In that same May, he was appointed chair of the Economic Development Commission. His political ideology in the National Assembly been described as both centrist and centre-right. Noboa was absent during President Lasso's impeachment trial, however a proxy voted in the affirmative. In March 2023, he was in favor of the muerte cruzada, in the face of the rejection and filing of the Investment Law, presented by the government of Guillermo Lasso. On 17 May 2023, Lasso invoked muerte cruzada, dissolving the National Assembly and ending Noboa's tenure as an assemblyman.
